Regional Strategic Planning in Lebanon:
The Implementation Gap between Imported Models and Local Structures Constrains

تشهد اتحادات البلديّات في لبنان مفارقة لافتة، تتمثّل في وفرة الخطط الاستراتيجيّة المناطقيّة التي يتم إعدادها بهدف تحقيق التنميّة الاقتصاديّة والاجتماعيّة، وبدعم تقني ومالي من المنظمات الدوليّة، مقابل شحّ شديد في تنفيذ هذه الخطط.
تهدف هذه الدراسة إلى تشريح جذور هذه المفارقة، بحسبان أنّ فجوة التنفيذ لا تعود إلى ضعف في جودة الخطط نفسها، بل إلى تعارض جوهري بين طبيعة "المنتج المستورد" (التخطيط الاستراتيجي بمفاهيم أوروبيّة) وبين البنية المؤسسيّة والسياسيّة والاجتماعيّة اللبنانيّة العاجزة عن استيعابه. وتخلص الدراسة إلى أنّ معضلة التنفيذ هي محصّلة عوامل متشابكة: طبيعة النظام السياسي الطائفي الذي يحوّل البلديّات إلى أدوات للضبط الاجتماعي؛ وضعف الدولة المركزيّة وغياب دورها التخطيطي؛ وغياب أدوات التنمية المناطقية، وعدم إقرار اللامركزية الإدارية؛ واخيرًا إخفاق النماذج الدوليّة في تقديم حلول ملائمة للسياق اللبناني المعقّد.

- Abstract:
Municipal unions in Lebanon display a striking paradox: an abundance of regional strategic plans designed to promote economic and social development—often supported technically and financially by international organizations—contrasted with a severe shortage of their actual implementation.
This study seeks to unpack the roots of this paradox, arguing that the implementation gap does not stem from flaws in the quality of the plans themselves, but rather from a fundamental mismatch between the nature of the “imported product”- strategic planning based on European models- and the Lebanese institutional, political, and social structures that remain incapable of absorbing it.
The study concludes that the implementation dilemma results from interrelated factors:
1. The confessional political system, which transforms municipalities into instruments of social control.
2. The weakness of the central state and the absence of a national planning role.
3. The lack of regional development mechanisms and the non-adoption of administrative decentralization.
4. The failure of international models to provide context-sensitive solutions to Lebanon’s complex realities.

* Dr. Abdallah Mohammad Muhieddine: is a Lebanese academic researcher and lecturer at the Institute of Social Sciences at the Lebanese University. He holds a PhD in social sciences, obtained in 2010. A researcher specializing in political and developmental issues, he served as director of the United Nations Development Programme for the North and Mount Lebanon regions between 2003 and 2020.
